Overview
Preston Barracks transformed a derelict Georgian barracks site into one of Brighton’s most ambitious urban regeneration projects. Spanning 2.2ha, the development includes 1,300 student beds, 360 homes, academic buildings, and a purpose-built incubator hub for start-up manufacturers. High-quality public realm, retail spaces, and a pedestrian bridge were central to creating a connected community that benefits both new and existing residents.
Our role
Led by Sean Clemons, the project successfully balanced ambition with deliverability. Sean coordinated the project team to develop a viable masterplan while navigating complex stakeholder relationships. Working closely with U+I, he prioritised early-release sites, such as the student accommodation, to fund critical components like the incubator hub and public realm.
To safeguard placemaking quality, a phased strategy for delivering public spaces was developed, ensuring design consistency and integrating seamlessly with the development timeline. On the cost side significant challenges were tackled, such as optimising the design of parking structures to balance functionality and budget.




Challenges and solutions
Community Engagement
Local resistance to additional student accommodation was overcome through transparent communication. By showing how the scheme would free up family homes and reduce antisocial behaviour, we gained strong community support.
Placemaking Quality
Delivering cohesive public spaces across multiple phases required careful planning. Early material procurement and specialised contractors ensured a consistent and high-quality finish.
Site Viability
The stepped site posed significant design and cost challenges. By collaborating with the design team this was turned to an advantage, creating a cost effective parking structure below the buildings and private open space.
Outcome
Preston Barracks has redefined regeneration in Brighton, delivering a vibrant mixed-use community that integrates with the wider area. Recognised for its innovation and impact, the project won the 2023 Property Awards Newcomer Award and a 2024 BCO Award.
This project was completed by members of Cove Consulting during previous employment, bringing valuable experience to our practice.
